POSITION OVERVIEW PN# 24724 DIRECTOR, PARKS & RECREATION ABOUT PARKS & RECREATION DEPARTMENT Created by city ordinance on March 15, 1916, the Department of Public Parks, as it was called at the time, began with two facilities, Sam Houston Park and Hermann Park (Code of Ordinances, City of Houston, Chapter 32, Article 1, Section 32-2).

Today, the Houston Parks and Recreation Department (HPARD) system includes 382 developed parks and more than 160 greenspaces totaling over 39,000 acres.

For fiscal year 2021, HPARD had a budget of $69 million and 708 full-time equivalent employees. On October 15, 2008, the department became one of only seventy-nine agencies in the country to have received national accreditation through the National Recreation and Park Association's (NRPA) Commission for Accreditation of Park and Recreation Agencies (CAPRA).

This peer assessment and self-evaluation process provides external recognition of an organization's commitment to quality and improvement.

The department was reaccredited in 2019. In the last several years HPARD has been engaged in several projects of local and national significance.

The Bayou Greenways 2020 project which, in conjunction with the Houston Parks Board, is leveraging other resources for a $225 million effort to transform 3,000 acres of greenspace and add 80 miles of hike and bike trails along the City's bayous.

Other significant partnerships and efforts include the transformation of Buffalo Bayou Park, the creation of Centennial Gardens at Hermann Park, Emancipation Park overhaul, the Memorial Park Master Plan, and the renovations of Memorial Park and Gus Wortham Golf Courses.

Park equity is also an important initiative for the City and HPARD. Mayor Sylvester Turner launched the 50 / 50 Park Partners program bringing together the public and private sector to invest in our neediest neighborhood parks.

An incredible array of amenities and activities make up HPARD's portfolio of parks and greenspaces, including, basketball pavilions, baseball & softball fields, community centers and gyms, dog parks, golf courses, nature centers, swimming pools, spraygrounds, playgrounds, skateparks, tennis courts, and urban gardens.

  • DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS Responsible for overseeing the stewardship of the City's parkland, urban forests and greenspace, park facilities and buildings;
  • recreational programming and activities; parks budget management and facilities management practices. Manage and motivate direct and indirect staff of approximately 700 full-time, part-time, and seasonal employees.

    Driven to achieve exceptional customer service throughout the department. Plan and manage a citywide recreation program including athletic leagues, instructional programs, adaptive sports and recreation, day camps, special events and more.

    Passionate about preservation of parkland and greenspace for today's park visitors and for future generations. Oversight of Recreation and Wellness, Facilities Management and Development, Communications, Management and Finance, Urban Park Rangers and Greenspace Management Divisions.

    Build strong relationships with community groups, non-profit boards, neighborhood associations, etc. Political and public policy astuteness to manage public-private partnerships and usher agenda items through City Council.

    Familiarity with legal contracts and language related to real estate transactions, interlocal agreements, and development and operational agreements.

    Works with division personnel in developing, negotiating and presenting budgets to the Mayor and City Council. Organize, evaluate, and present information effectively, both orally and in writing.

    Ability to prepare reports and recommendations. MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a Bachelor's degree in Park Administration, City Planning, Business Administration, Civil Engineering, Public Administration, Urban Studies or a related field.

    EXPERIENCE REQUIREMENTS Ten years of professional experience in municipal government, parks management or a closely related field are required with at least six years in a managerial capacity.

    A Master's degree may be substituted for two years of experience. PREFERENCES Preference will be given to candidates who possess knowledge of : Governmental budget and reporting process.

    The methods, techniques and requirements for the maintenance and upkeep of buildings, facilities, grounds, and equipment.

    The rules, regulations, and enforcement methods for controlling public use of facilities. The principles and practices of personnel and office management.

    Current recreational needs, interests, trends, and facilities. Employee policies and procedures, including equal employment opportunity practices.

    The methods and techniques used in building construction activities, including construction methods, equipment, specifications, and contracts.

    Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
