Chief Operating Officer

Position : Chief Operating Officer

Electricity Distribution and Supply Authority (EDSA) of Sierra Leone is currently operating in key strategic regions of Freetown, Lungi, Lunsar, Port-Loko Makeni, Magburaka, Bo, Kenema, and Kono.

In collaboration with the Ministry of Energy of Sierra Leone, EDSA is supervising the rural electrification of an additional 7 towns of Kailahun, Pujehun, Bonthe, Kambia, Kabala, Moyamba, and Matru Jung to increase the access rate to electricity.

EDSA is now operating its ultramodern Integrated Management System (IMS) to enhance its operations and efficiency.

The EDSA and the Government of Sierra Leone are seeking to recruit a Chief Operating Officer (COO) at EDSA with sound technical and commercial knowledge of the operation of utilities to provide a layer of support to the Director General for a quick turnaround of EDSA’s business performance.

The COO will lead the EDSA’s executive management team, reporting to the Director General (DG) under the oversight of the EDSA Board of Directors.

The COO will be responsible for developing key strategies in conjunction with the Executive Directors of each business unit. The COO will be further answerable for implementing daily operations and aligning those to EDSA’s goals and strategies.

The COO will oversee the overall operational, technical, and financial performance of EDSA. He/she will be accountable for developing annual plans for each business unit in conjunction with the Directors, and for ensuring that these annual plans are effectively implemented.

The COO will:

  • Collaborate with the Director General EDSA (DG) in setting and driving the Authority’s vision and operations strategy.
  • Translate strategy into actionable steps for growth, implementing organization-wide goal setting, performance management, and annual operations planning.
  • Be challenged with the responsibility of reducing Commercial and Technical Losses of EDSA.
  • Oversee company operations and employee productivity, building a highly inclusive culture that ensures team members can thrive and that organizational goals are met.
  • Ensure effective recruiting, onboarding, professional development, performance management, and retention.
  • Ensure compliance with national and local business regulations and take appropriate action when necessary.
Required profile for job ad : Chief Operating Officer

The candidate should demonstrate substantial experience in supporting utilities in the improvement of efficiency and effectiveness across all elements of operations management and strategy development and implementation.

The candidate should be able to demonstrate:

  • Evidence of having run a utility organization for a minimum of seven years.
  • Fifteen (15) + years relevant experience with at least five (5) years experience in a senior leadership position with experience in general management of electric utilities (distribution and retail and/or vertically integrated) including utility commercial management, project management and budgetary oversight with the support of state of art Information Management Systems (IMS).
  • Fifteen (15) + years relevant utility/energy sector experience in emerging countries with a strong focus on distribution and commercial operations, project management, budget, and cost management disciplines, safety, quality, compliance, and regulation.
  • Seven (7) + years experience of electrical utility management at a senior level in emerging countries with preference for experience in Sub-Saharan Africa or other post-war country.
