Assistant Program Manager - Signature, Electromagnetics & Energy Research

If so, we are seeking someone like you to join our team at APL. We are seeking an Assistant Program Manager for our Signature, Electromagnetics and Energy Research Program, residing within the Research and Exploratory Development (RED) Mission Area.

As the Assistant Program Manager for our Signature, Electromagnetics and Energy Research Program, you will

  • Work with the Program Manager to lead the Signature, Electromagnetics and Energy Research (SEER) program.
  • Oversee a diverse and expanding portfolio of pioneering research projects to enhance national security through transformative modeling and simulation, electromagnetic materials and devices, and energy.
  • Work to identify and pursue new business development opportunities that are in line with Program and Mission Area strategy.
  • Cultivate and sustain relationships with current and potential sponsors.
  • Partner effectively with Line and Program Management across APL to create and sustain a culture of technical excellence, creativity, cross-enterprise collaboration, and interdisciplinary innovation within the portfolio.
  • Other Duties :

  • Strategy. Refine and execute SEER program vision, strategy and execution priorities in collaboration with the Program Manager.
  • Maintain awareness of the external environment and leading technologies to properly position APL as a leader within that landscape.

    Develop and maintain effective working relationships across the Laboratory. Understand the RED Mission Area strategy and how the SEER Program contributes to it.

    Advise the Mission Area team in making portfolio management decisions.

  • Program leadership. Effectively and efficiently work with the Program Manager to lead a thrust area(s) within the Program.
  • Manage and mentor Project Managers and / or Task Leads. Coordinate Program efforts through the Project Managers to ensure on-time and within budget execution of Program tasking.

    Ensure that tasks assigned are well-defined and understood by technical staff. Mentor Project Managers in both government and APL process for establishing and executing funded projects.

    Provide feedback to Group Supervisors on Project Manager and technical staff performance.

  • Thought Leadership. Provide thought leadership and communicate well. Help the Program advise the Department and Mission Area leadership on IRAD needs and priorities;
  • develop a team of technical staff to focus and target their efforts on relevant research and embrace appropriate risk; seek transitions of technologies to impact Sponsor and Sector challenges;
  • and keep abreast of technology development external to REDD that may be relevant to advancing the impact of signature, electromagnetics and energy research on Sponsor missions.

    Mentor staff toward innovative thought leadership to aid strategic efforts, proposal development, and high impact publications.

  • Pioneering research. Partner with the Program Manager and key technical staff to create and pursue new SEER initiatives in areas such as designer electromagnetic materials or 3D-architectured flexible power sources that are consistent with the strategy through regular interaction with existing and potential research sponsors.
  • Develop interdisciplinary concepts and initiatives to target impact at the intersections of materials science, chemistry, and physics and other technical domains across the laboratory and partnering organizations.

    Expand the Program’s relevant sponsor space through community engagement with traditional and non-traditional APL sponsors.

    Understand and shape the Sponsor's vision and seek to enable it through impactful research.

  • Quality within a thrust area(s) of SEER. Lead the development and execution of proposals, task assignments, and related documentation to address sponsor needs and comply with APL policies and processes.
  • Review and approve program deliverables to ensure they meet sponsor needs and portfolio standards. Conduct regular project reviews as appropriate to identify areas of risk and develop appropriate mitigation plans in coordination with Sponsor requirements.

    Ensure Enterprise requirements for quality and safety are met for all Program activities.

    You meet our minimum qualifications for the job if you have...

  • MS Degree or equivalent in Materials Science and Engineering, Physics, Electrical Engineering, Chemistry, Chemical Engineering, Mechanical Engineering or similar technical field.
  • At least 7 years of relevant professional experience in Applied Research.
  • Creative, strategic thinker with a proven record of success in developing new ideas leading to sponsored research efforts.
  • Strong demonstrated skills in leadership (of people and projects), organization, planning, and vision setting.
  • Demonstrated ability to manage performance, cost, and schedule through the full life cycle of a project.
  • Experience managing projects within quality management system guidelines.
  • Excellent communicator (written and verbal) with the ability to interact with all levels of staff and management, including senior leadership of government agencies and academic / industry partners.
  • An active Secret clearance is required.
  • Ability to obtain TS clearance required. Applicant selected will be subject to a government security clearance investigation and must meet the requirements for access to classified information.
  • Eligibility requirements include U.S. citizenship.
