This request for expression of interest (REOI) follows the General Procurement Notice for this
Project that appeared on the African Development Bank Group’s Internet Website (www.afdb.org)
12th August, 2022.
The International Institute of Tropical Agriculture (IITA) has received grant financing from the
African Development Bank toward the cost of the Technologies for African Agricultural
Transformation (TAAT) Phase II and intends to apply part of the agreed amount of this grant to
payments under the contract for TAAT Environmental & Social Safeguards Consultant who will
be based in Benin Republic.
The services included under this project are to ensure that the project is implemented in line with
AfDB’s ISS and National regulations of host countries.
Specifically, the consultant shall provide overall technical environmental and social safeguards
oversight for project implementation under the general management of the TAAT Program
Coordinator; coordinate closely with the project team, including the PMU, Compact leaders,
consultants, contractors, and implementing partners in planning, managing, monitoring and
reporting environmental and social risks and performance in the program; undertake regular field
visits to monitor the progress of environmental activities and compliance with host countries
regulations and AfDB’s ISS; coordinate recruitment of safeguards regional and country specific
E&S consultants, including drafting TORs, estimating budgets, aiding in shortlisting and
evaluation firms/individuals consultants proposals; recommend hiring of subject matters
specialists when significantly complex issues are identified in projects; provide guidance to
Compacts on management of complex E&S risks; ensure that bidding documents and contracts
include necessary safeguards provisions; develop environmental indicators for Project evaluation
and monitoring; review adequacy of proposed project budgets to cover for the management of the
environmental and social risks and impacts during implementation.
i) The selected consultant will also prepare and submit timely regular safeguards monitoring
reports for the PMU and quarterly monitoring reports for AfDB; where required, prepare TORs
for additional E&S Instruments and coordinate the preparation of the E&S Instruments;
coordinate the preparation of third party Environment and Social Compliance Audits to be
submitted to AfDB annually; keep accurate records of safeguards supervision of project activities
in a systemic manner that allows easy search-and-find of all documents upon request of the PMU,
the AfDB, and national authorities; prepare training materials, and facilitate technical training
workshops to the PIU staff and implementation agencies on environmental safeguards
requirements; provide technical and problem solving support and selective training to
stakeholders responsible for implementation of safeguard processes and measures; continuous
provision of Capacity building for all TAAT implementation stakeholders where required,
perform any other duty assigned by the Project Coordinator.
The selected Consultant will be a member of TAAT PMU to be based in Ibadan, Nigeria and the
assignment shall be for an initial period of One (1) year and subject to annual renewal based on
satisfactory performance
IITA now invites eligible individual consultants to indicate their interest in providing these
services. Interested consultants must provide information indicating that they are qualified to
perform the services (including their detailed CV and letter of motivation detailing related
experience similar to this assignment.). Any interested consultant should possess aa least Master’s
degree or equivalent in the field of Environment or Social Sciences related fields. A PhD in a
relevant field is of added advantage; at least 10 years of relevant experience, working with
multilateral/ bilateral international financial institutions and/or working on projects financed by
multilateral/ bilateral international financial institutions in Africa. Experience in the Agricultural
Sector will be a plus. The relevant experience should be in the application of Environmental &
Social safeguards standards of multilateral/ bilateral international financial institutions in
conducting environmental due diligence assessments, monitoring, and evaluations for private
sector projects and/or public-private partnerships (PPPs). These multilateral/ bilateral
international financial institutions include but not limited to the African Development Bank, the
World Bank Group (the International Finance Corporation, MIGA), the Asian Development
Bank, the European Investment Bank, FMO, Proparco, DEG, and KfW, among others; Excellent
understanding of agriculture sector governance and management issues and demonstrated E&S
management experience of complex scope such as TAAT is desirable; Extensive knowledge of
E&S risks across sectors, commodities, and geographies and experience assessing and mitigating
risks on complex commodities supply chains is required; Regional experience and flexibility to
travel to several countries in Africa; Experience in development and delivery of training to
commodities compacts related to E&S safeguards is required. Proficiency in English and French
is a requirement for the position
