Position : Head: Domestic Resource Mobilisation

ATAF is looking for a strategic revenue professional who can formulate and implement the necessary strategies as Head of Domestic Resource Mobilisation

As part of ATAF’s Executive Management Team you will be required  to manage the operations and delivery of the team responsible for Domestic Resource Mobilisation initiatives on the continent and beyond. Given the critical nature of this work currently ATAF is looking for a person who will lead its work in:

  • Developing initiatives and supporting member countries in the areas of tax administration reform, tax policy, legislation and strategy;  
  • Leading the content and Development of the  ATAF Applied Research and Statistics Program.
  • Managing the work of the following Committees
    • Cross Border Taxation Technical Committee,
    • Exchange Of Information (EOI) Technical Committee
    • Domestic Tax Working Group
    • Tax Administration working Group 
    • Joint Technical Committee
Required profile for job ad : Head: Domestic Resource Mobilisation

The ideal candidate that will attract our attention is one with 7+ years’ work experience in  Tax Policy and/or Tax Administration Management some of which has to be at Senior Management with Board and stakeholder engagement experience. You should also ideally have a post graduate qualification in a tax related field and be fluent in English and/or French.

Finally, you will be required to frequently travel both on the continent and internationally so a valid passport with no restrictions will be essential.

In return ATAF is willing to offer you a competitive remuneration package as part of a four year contract based at its offices in Pretoria, South Africa.

Partnership:

A delivery and assessment partnership based on a formal agreement between ATAF and the recipient country with joint ownership and responsibility for scoping programmes, implementation, milestones, assessment, programme completion dates, evaluation of outcomes and impact analysis.

Cross-divisional approach:

A cross-divisional approach within ATAF, linking the work of the TA and Research Divisions to ensure that the TA work is based on a coherent ATAF approach to the country concerned, utilising all institutional knowledge and providing opportunities to develop areas of research which will benefit members.
